Dick Wiley asks the Commissioner if we need a clear principle regarding network management.

The Commissioner thinks we do and that we have to be sensitive to the needs of providers to manage networks but we must always return to the principle of openness that the Internet was founded on. Whatever principle develops, the Commissioner says, it’s important that it’s clear to everyone.
Leslie Tumiller, NTIA: References the Commissioner’s statements about wireless spectrum and asks about Dick Wiley’s paper on benefits of combining spectrum management functions of NTIA and FCC and whether the Commissioner agrees.

Commissioner Copps encourages coordination between the entities, but stresses that the functions of the Commission and the Agency should be distinct. “The new government should look at the whole regulatory paradigm…and ask: are we sufficiently transparent? is there adequate input from non-traditional stakeholders?” The Commissioner recognizes the importance of “getting out of Washington” and suggests the need for an overarching analysis of the Federal regulatory paradigm.
